    I believe it is C++, Direct X, and a custom framework used in several games from Retro64 and Blitwise

    James is correct, it's a proprietary software-only 2d engine used for Pocket Tanks, Cosmo Bots, Water Bugs, and Super DX-Ball... The majority of it was written by Mike Welch of Blitwise with some additions from me...
